Sen. Hillary Clinton proposed a nine-point plan to cement U.S. dominance in science, engineering, technology and math with a commitment of resources to the research and development infrastructure.

Clinton said that she would support initiatives to bring more women and minorities into the fields of math, science and engineering. She proposed to accomplish this by requiring federal agencies to take diversity into account when awarding grants.
