Microsoft's Windows 7 Starter Edition, primarily meant for low-power PCs and ultra-portable netbooks, could disappoint some users who want features such as desktop personalization and DVD playback, suggests a new survey by online electronics marketplace Retrevo. Microsoft CEO Steve Ballmer has suggested in the past that Microsoft will try and steer consumers away from netbooks and toward higher-priced "ultra-thins" that presumably run higher-margin versions of Windows 7.

Intel is rolling out a device aimed at helping people with reading disabilities or blindness hear the written word. The Intel Reader takes printed text and reads it aloud, and can be combined with Intel’s Portable Capture Station, which collects and stores large amounts of text, such as book chapters or entire books. The goal is give the 55 million U.S. citizens with reading disabilities access to the books and other printed texts that everyone can read, according to Intel’s Digital Health Group.

A Microsoft executive accuses security company Sophos of sensationalizing claims that Windows 7's User Account Control is ineffective at fighting malware. Sophos counters that its goal was merely to show that UAC may not provide the level of protection some might expect.

HP is rolling out a host of hardware and software solutions, and a line of financing options, designed to give SMBs access to easy-to-manage and energy-efficient products that will help them as they take advantage of the economic recovery. Key among these are new SMB-targeted PCs, servers and storage devices, as well as collaboration tools.

Nvidia CEO Jen-Hsun Huang, referring to an analyst report and other rumors that his company would release x86-compatible chips to challenge Intel and AMD, refuted that possibility, saying Nvidia was focused on expanding the reach of its graphics chips products. One analyst had suggested that Nvidia had been hiring ex-Transmeta engineers with the goal of producing x86 processors to protect itself against Intel and AMD, both of which are looking to integrate more graphics capabilities into their CPUs.

The mobile PC chip space, led by Intel’s Atom processor, fueled a record for shipments in the third quarter, with a 23 percent jump over the second quarter, according to IDC. The strong quarter was enough to convince IDC to increase its forecast for the year, to more than 300 million units being shipped. However, IDC analysts cautioned that a lot of the growth came from Atom purchases in China, which could slow the momentum if China decides it can’t keep buying such high numbers of chips.

VMware is rolling out the latest version of its desktop virtualization product, View 4, which is built atop the vendor’s vSphere 4 virtualization platform and benefits from VMware’s partnership with Cisco and EMC. VMware officials say View 4 will improve the scalability and user experience in desktop virtualization environments while reducing costs.

On a Website called Intel's Insides, graphics chip maker Nvidia offers a series of editorial-style cartoons that take shots at Intel over a number of issues, including the legal problems that are besetting the company. Intel is being sued on several fronts regarding its business practices, and also is dealing with lawsuits involving Nvidia and licensing issues.

A lawsuit filed by New York prosecutors alleges that Intel, worried about the competitive threat posed by rival AMD, focused incentives and threats on Dell, which prosecutors say received about $6 billion in payments from Intel between 2002 and 2007. The money was used to keep Dell from launching products based on AMD's processors, according to the lawsuit. Intel officials say the payments were legitimate rebates paid to a large customer.

Former HP boss Carly Fiorina is joining ex-eBay CEO Meg Whitman as one-time tech executives seeking public office in California. Fiorina, a Republican, will challenge three-term incumbent Barbara Boxer in 2010. Fiorina, who left HP in 2006, said job creation, government spending and health care will be top issues for her campaign.She also addressed her spotty voting record, saying she was wrong not to participate in the political process.

A researcher at Sophos reports putting Windows 7's User Account Control feature to the test and finding the technology failed to block numerous pieces of malware. Microsoft, however, stresses that UAC is only one part of Windows 7's security.

With Intel and AMD moving toward microprocessors that combine the CPU and graphics on the same piece of silicon, Nvidia could see its chip-set business disappear. However, Nvidia could also start making its own x86 processors to target both mainstream PCs and low-end mininotebooks, according to one analyst.

The N.Y. Attorney General’s office is accusing Intel of using bribes and coercion to pressure OEMs, including HP, Dell and IBM, into favoring its products over those from rival AMD. The charges leveled by the N.Y. investigators echo those of European regulators, who earlier this year fined Intel $1.45 billion for anti-competitive behavior. Intel has appealed that fine and accused the EC of conducting a one-sided investigation. An Intel spokesman questioned the filing of the N.Y. suit, saying that all the issues raised were being dealt with in a private lawsuit between AMD and Intel.

Intel continued to dominate the x86 processor market in the third quarter, according to the latest study from Mercury Research. While Intel held about 80 percent of the x86 chip market, AMD continued to hold about 18 percent, Mercury says. Mercury also reports that mobile processors shipments grew, while desktop and server chip shipments fell.

Parallels introduces Desktop 5 for Mac, a solution for running a virtual PC on a Mac that the company claims is 300 percent faster than the previous version. The latest version of Parallels' Mac virtualization software is competing against VMware's Fusion 3.

Dell completes its $3.9 billion offer for Perot Systems, which will now be known as Dell Services. The move gives Dell a significantly larger services business with which to compete against IBM and Hewlett-Packard. Having Perot in the fold increases not only Dell's services capabilities but also its customer base.

Via Technologies' new Nano 3000 line of x86 processors is intended for such devices as notebooks and all-in-one desktop PCs. Via officials say the chips offer more performance and better energy efficiency. Via's move comes the same day an analyst speculates that Nvidia may be preparing to enter the x86 CPU space as a way of protecting its graphics chips market share.

Lenovo's T400s touch-screen model is as solid a laptop as the non-touch-enabled T400s, but a dearth of touch-enabled apps as well as a premium for the touch-screen make the system less than compelling at this time. However, in eWEEK Labs' tests, the system was responsive and even passed the post-lunch smudge test, and the future looks brighter for touch systems when Windows 7's enhanced touch capabilities are considered.
Dell's newest entry into the thin and light category--the Dell E4300--doesn't surpass its rivals in any way. Taken as a whole, the Intel Core 2 Duo-based E4300 is a decent system for midrange users, but it doesn't set any new standards for its class.
In the newest laptop in its ThinkPad line, the T400s, Lenovo has made some nice enhancements that improve usability. There aren't many firsts in the dual-core system, but it should go to the top of any organization's evaluation shortlist.
Tech Analysis: Consumerization and mobilization in computing are fueling a trend of employees using personal PCs in their jobs. Some enterprises are pushing this as a path to saving money, but IT administrators are struggling to find ways to secure corporate data while keeping employees productive. eWEEK Labs looks at some solutions, including application whitelisting, widening administrative rights, and desktop virtualization from such companies as Microsoft, Citrix and VMware.
The Lenovo IdeaPad S10 provides features that some other netbooks don't right now, including WWAN connectivity and a 15-pin monitor jack, but its keyboard can't match that of the HP Mini netbook.
