Health plans are signing up to find out how well they use the phone and Web to help patients manage their health conditions and understand their benefits.

The program is part of the National Committee for Quality Assurances plans to create standards for health care payers to communicate with patients effectively. Such standards, likely to become mandatory in 2007, are believed essential for patients to make informed health care purchases.
