Auditors Say Homeland Security Needs IT Strategic Plan

A report from the General Accounting Office this week recommended that the Department of Homeland Security restrict spending on systems projects to high-priority projects and consider increasing the authority of the CIO. The department lacks an IT strategic plan and DHS agencies are still using the strategic management structures and plans they had when they joined the superagency last year.

Congress now is reviewing legislation that could strengthen the CIOs authority.
