      Sen. Hillary Clinton proposed a nine-point plan to cement U.S. dominance in science, engineering, technology and math with a commitment of resources to the research and development infrastructure. The plan:

      Clinton said that she would increase the National Institutes of Healths budget by 50 percent over five years and double it over 10 years. In addition, she plans to boost investment in nonhealth applications of biotechnology.

      Agencies would be required to use prizes as a way to attract nontraditional ideas in innovation.

      Clinton said that she would support initiatives to bring more women and minorities into the fields of math, science and engineering. She proposed to accomplish this by requiring federal agencies to take diversity into account when awarding grants.

      Broadband initiatives would be supported by the federal government. Clinton is proposing that the federal government provide tax initiatives to encourage broadband deployment in underserved areas, and to support state and local broadband initiatives.

      Clinton would make the research and experimentation 20 percent tax credit permanent. She said this would help create more high-paying research jobs in the United States.
