Ten launchpads are only the start of SpaceX’s plans for Louisiana. The company wants to pair them with fuel production, vehicle processing, utilities, and transportation infrastructure in a sprawling Gulf Coast complex.
SpaceX and Louisiana officials announced Aug. 25 that the company plans to invest at least $100 billion in Starbase Louisiana, a roughly 125,000-acre site in Vermilion Parish. The facility is being designed to support thousands of Starship flights annually, although that cadence remains a company goal while Starship is still in development.
Starbase Louisiana packs launch infrastructure into one campus
At full buildout, the site would have five launch complexes with two pads each. Louisiana Economic Development’s project announcement also lists propellant farms, a propellant-production facility, and employee housing.
The campus would extend well beyond the launchpads. Aviation Week reported that plans include vehicle-processing facilities, deep-water shipping capabilities, and an airport. Louisiana says new electricity generation and transmission infrastructure will also be required, with SpaceX covering the generation and upgrades needed to serve the project.
Combining those systems at one site would give SpaceX dedicated infrastructure for launch preparation, fuel production, and transportation as it tries to increase Starship’s flight rate.
Construction is expected to begin by the end of 2027, with the first Louisiana Starship launch targeted as soon as 2029. Louisiana projects 3,000 direct jobs over 10 years and approximately 8,100 indirect jobs, with an average annual salary of $92,600. SpaceX’s expanding Starlink and Starshield operations are already creating demand across engineering, networking, regulatory, and support functions, although the company has not tied those existing roles to the Louisiana project.
Under a payment-in-lieu-of-taxes agreement, local taxing bodies will receive $20 million upfront and at least $25 million annually for 25 years. The state’s current project page projects more than $825 million in direct local payments over the agreement’s life.
The project still faces environmental, wetlands, natural-resource, and launch-related reviews. Louisiana says unavoidable wetlands impacts must be fully mitigated, while individual agencies retain authority over their respective approvals.
SpaceX’s record in Texas adds another regulatory consideration. In 2024, the U.S. Environmental Protection Agency assessed a $148,378 civil penalty after identifying unauthorized pollutant discharges from the Starbase facility into bordering wetlands.
What eWeek Found: Louisiana buildout outpaces Starship’s proven launch rate
SpaceX is committing infrastructure for a scale of operation that Starship has not yet demonstrated. Louisiana is being designed for thousands of launches annually, with 10 pads plus dedicated propellant, processing, transportation, and utility infrastructure. SpaceX’s current launch record, however, identifies July 24 as Starship’s 13th flight test.
The comparison does not mean the Louisiana capacity will go unused. It shows that SpaceX is making a large infrastructure commitment before Starship has established the reliable, repeatable flight rate that would require it.
That execution gap has consequences beyond the launch business. SpaceX says higher Starship capacity will support satellite deployments, while its AI business is consuming increasingly large amounts of infrastructure capital. Proposed orbital computing adds another potential source of launch demand, but orbital data centers still face substantial launch, hardware, and operating constraints.
Suppliers and infrastructure partners therefore have a substantial potential market in Louisiana, but its scale will depend on Starship reliability, regulatory approvals, and whether SpaceX can convert its projected flight cadence into sustained operations.
